The “All of Us” public symposium offers historical and legal context to debates about immigration and civil rights, focusing on two policies: the 1798 Act Respecting Alien Enemies and HB 2314 of the 1987 Oregon State Legislature, which made Oregon a sanctuary state. Speakers include legal scholars, historians, and advocates with firsthand experience. In the morning session (10am-12:15pm), Peggy Nagae and Dan Tichenor will discuss the history of the Alien Enemies Act. In the afternoon session (2pm-4pm) Tina Ching, Fay Stetz-Waters, and Danny Santos will discuss the history of Oregon’s sanctuary law. In both sessions, presenters will discuss the political and social contexts for the creation of these laws, political and legal changes and challenges, and the status of current, relevant court cases.
